VERY many equate effectual call
as regeneration. That's a BIG mistake.
And it is so hard for them to
see the difference. The exchanges below is an example.

The old school baptists
summarized the Scriptures teaching on the effectual call in this manner:
"Those whom God hath
predestined unto life, He is pleased in His appointed and accepted time,
effectually to call, by His Word and Spirit, out of that state of sin and death
in which they are by nature, to grace and salvation by Jesus Christ;
enlightening their minds spiritually and savingly to understand the things of
God; taking away their heart of stone, and giving unto them a heart of flesh:
renewing their wills, and by His almighty power determining them to that which
is good, and effectually drawing them to Jesus Christ; yet so as they come most
freely, being made willing by His grace." 1689.10.1 CoF
To call a man out of his native state of SIN and DEATH to that state of GRACE and SALVATION requires FAR more than regeneration. If you don't get this point, then there is a big problem indeed!
A biblical distinction is the essence of sound theology. Think about it.

Regeneration is subsumed in the
effectual calling.
The effectual call BRINGS an
elect OUT OF his native state of sin and death INTO the state of grace and
salvation. To bring an elect OUT OF his native state of sins and death INTO the
state of grace and salvation REQUIRES these distinct divine activities:
- justification: the
righteousness of Christ is applied to an elect personally; this deals with the
native state of condemnation.
- regeneration, this deals with
the state of spiritual death.
- adoption: that which is
regenerated is adopted and sealed with the Spirit of adoption.
Without these distinct divine activities - which happen simultaneously but in that logical order - an elect is NOT brought out of his native state of sin and death to that state of grace and salvation.

p/s Your regeneration deals with the native state of death ONLY. Regeneration quickens the dead, dealing with the native state of death.
The biblical effectual call deals with the native state of condemnation, death, and alienation; NOT ONLY the native state of death BUT ALSO the state of condemnation and alienation. Condemnation is dealt with in vital justification by God’s free grace, and alienation is dealt with by the adoption into the family of God.
